City & State super PAC cheat sheet: Strong and Safe NY reports $6.5M spent for Blakeman; pro-Hochul groups funded by Uber, Bloomberg, DraftKings, apartment owners

City & State's Oct 22 guide lists 15 outside groups active in the governor race. Pro-Blakeman Strong and Safe New York spent about $6.5M, funded by Dolan-controlled entities ($3.7M combined), Coalition to Restore New York ($1.3M) and Securing American Greatness ($2M). Defend Empire State, previously without reported donors, lists Edelstein & Son Realty and Jonathan Hellner at $50,000 each. Pro-Hochul vehicles include Fair and Affordable New York (Uber, just over $3M), Greater Empire State (DGA-run; Bloomberg $1.5M, Sports Betting Alliance $1.2M, GNYHA $1M), Leadership for New York (NY Apartment Association $3M) and New York Future (DraftKings $3M, FanDuel $250K). Transport Workers Union VOICE (about $400K from TWU) runs ads against Hochul. The article does not mention Make it Cheaper.

NY Democrats ask Public Campaign Finance Board to halt Blakeman matching funds; no board action reported

The state Democratic Party filed an Oct. 7 complaint with the Public Campaign Finance Board and the Division of Election Law Enforcement asking officials to withhold further matching funds from Blakeman while contribution claims are reviewed. It cites a Sept. 29 NY Focus analysis of more than $860,000 in matches requested on over 2,600 apparently ineligible contributions. These are allegations, not findings; the campaign has said it corrected errors through amended reports, and no board decision or suspension was reported.

Progressive super PAC Left Hook launches ads urging Mamdani voters to back Hochul on the Working Families line; Make the Road Action has put in $500K, $325K per finance records

City & State reports (Oct 16) that Left Hook, a new independent expenditure committee tied to Make the Road Action (the 501(c)(4) arm of Make the Road New York), released two ads made by Melted Solids that criticize Blakeman on immigration and ask Mamdani-aligned voters to back Hochul on the WFP line. Make the Road Action says it raised $500,000 for the effort; campaign finance records show a $325,000 contribution. Total ad cost was not disclosed. Ads run on Meta and streaming through Election Day.

Pro-Blakeman super PAC Strong and Safe New York reports three more $1M transfers, $3M from MSG Sports and Sphere Entertainment, per Board of Elections records cited by the NY Post

NY Post (Oct. 14, Carl Campanile) reports, citing state Board of Elections records, three $1 million transfers into Strong and Safe New York Inc.: two from MSG Sports and one from Sphere Entertainment Group, both Dolan-run. TicketNews (Oct. 15) says this is on top of roughly $2 million from MSG-related entities reported by WIRED on Oct. 1, and that the cumulative total and contributing entities have not been independently reconciled. Neither piece gives a filing date or a running raised/spent figure. TicketNews also reports a $10,000-minimum Dolan fundraiser at MSG. This tracker has not independently pulled the BOE filing.

New York Democrats ask state election-enforcement unit to investigate Blakeman campaign finance reports; Focus says campaign sought matching funds on 2,600+ ineligible donations worth up to $860K

New York Focus (Oct. 15, Sam Mellins): State Democratic chair Jay Jacobs filed a complaint with the Division of Election Law Enforcement alleging reporting errors at a scale that cannot be dismissed as clerical, relying on earlier Focus and Newsday reporting of double- and triple-counted contributions. Focus says the campaign requested matching funds on over 2,600 donations that were out of state, too large, or both, worth as much as $860,000 in matching funds; it is unclear how much, if any, was paid. Focus reports Blakeman has received the $3.5M maximum and holds about $178,000 cash, versus Hochul at about $19M. The Blakeman campaign called the complaint a desperate attempt after a prior failed effort to block matching funds. The BOE declined comment citing the pending complaint. Allegations are unadjudicated.

WIRED: Dolan family gave $108K to Blakeman and $970K to Nassau GOP; MSG entities put $2M into Strong and Safe New York, which has raised $5.3M

WIRED (Oct. 1, republished by DNYUZ) reports the Dolan family has given $108,000 directly to Blakeman and $970,000 to the Nassau County Republican Party. MSG entities contributed another $2 million to Strong and Safe New York Inc., which has raised $5.3 million overall. No donation dates given and no other new donors named.

Party-committee loophole: state Democrats moved $10M to Hochul and Nassau GOP $3.5M to Blakeman; Hochul holds ~$19M, Blakeman $177K plus ~$1M in matching funds

Per reporting by Jon Campbell (Oct 6): party committees can accept up to $138,600 per donor, far above the $9,000 candidate limit, then transfer unlimited sums to candidates. The state Democratic committee sent Hochul $10M in late September, the largest such transfer in 12 years; the Nassau County GOP sent Blakeman $3.5M. Reported cash: Hochul about $19M; Blakeman $177,000 plus about $1M in matching funds. Super PAC spending: about $2M pro-Blakeman, largely from entities controlled by Knicks owner James Dolan, and about $3.3M pro-Hochul, including $1M from an Uber-funded group. NYPIRG's Blair Horner called the arrangement a mockery of contribution limits.

NYS Focus review finds Blakeman's matching-funds requests included more than 2,600 ineligible donations worth about $860K in potential match; the board did not answer questions about his contributions

NYS Focus reports that about 10 percent of contributions Blakeman submitted for public matching were marked eligible despite problems: over 1,900 from donors outside New York (400+ from Florida and Texas) and over 500 above the $1,050 individual limit. The campaign says errors were corrected in amended reports; NYS Focus found the latest versions still include match requests for thousands of ineligible donations. Blakeman had received nearly $2M in matching funds as of July, and it is not clear whether any ineligible donations were matched. The Public Campaign Finance Board says staff audit all claims before paying and can recover funds.

Hochul campaign says it raised more than $8.5M in September, $5.9M of it for the state Democratic Party; figures are campaign-announced, not yet a BOE filing

Per the Hochul campaign, it raised over $8.5 million in September: more than $2.6 million for her reelection committee and over $5.9 million for the NYS Democratic Party. The campaign reports more than $18.5 million cash on hand, the party more than $15 million (over $33 million combined), from 17,800 individual donors with a $22.38 average online gift. These are campaign-announced totals; itemized donors and amounts will appear in the pre-general BOE filing. Blakeman comparison figures not included in the report.

Backfill: Uber is the sole funder of a second pro-Hochul super PAC, Fair and Affordable New York, which put $1M into a family-themed TV ad after a $3M Uber deposit; Uber's pro-Hochul spending tops $13M since January

Per BOE records cited by WNYC/Gothamist, Uber put $3M into Fair and Affordable New York in late August; the PAC spent $1M on an ad in early September. This is separate from Citizens for Affordable Rates, Uber's earlier vehicle tied to the auto-insurance changes in the budget. Published Sept. 10; missed by prior refreshes.

Strong and Safe New York launches a $250,000 billboard campaign on highways leading out of the state ("You Are Now Leaving NY (Like Everyone Else)") promoting Blakeman and blaming Hochul for population loss; still no full donor roster for the Dolan-backed super PAC

The pro-Blakeman independent-expenditure committee Strong and Safe New York, whose identified funders are James Dolan-linked MSG entities, put roughly $250,000 into billboards placed near the Outerbridge Crossing, the George Washington Bridge, I-287 in Rockland, I-84 near Pennsylvania, routes east of Albany toward Massachusetts and roads near the Canadian border. The message ties New York's population decline to taxes, energy costs and state policy and revives Hochul's 2022 "jump on a bus and head down to Florida" remark. The $250,000 is a reported campaign cost, not a filed expenditure; the PAC has not disclosed total receipts or a full donor list, and the next mandatory window is the 24-hour super PAC reporting period opening Oct. 4. Blakeman amplified the theme on X on Sept. 4 ("Hundreds of thousands have fled Hochul's unaffordable New York").

Bonnie Lautenberg, widow of Sen. Frank Lautenberg and a $1,000 Hochul donor in July 2025, confirms she is holding a Hamptons fundraiser for Blakeman: "Bruce is a longtime friend and neighbor"

Backfill (Aug 17 story, added Sept 13 after a coverage-gap check). The Post reported that Bonnie Englebardt Lautenberg, 79, a photographer and philanthropist and widow of New Jersey Democratic Sen. Frank Lautenberg, confirmed she plans to host a fundraiser for Bruce Blakeman. State records show she gave $1,000 to Hochul's reelection campaign in July 2025; federal filings show hundreds of thousands of dollars to Democratic candidates and causes over the past decade, including Kamala Harris and Hillary Clinton. Lautenberg gave the Post a one-line explanation, personal friendship with Blakeman, and no policy reason. The fundraiser date and any dollar figure raised have not been reported; no BOE itemization tied to the event has been found as of Sept 13. Widely amplified by partisan aggregators (Western Journal, IJR, Jewish Voice), which are not used as sources here.

Capitol Pressroom sits down with Strong & Safe New York: spokesman Chapin Fay says the pro-Blakeman super PAC is running billboards and trying to "complement" a campaign that trails Hochul's war chest even with public matching funds

WCNY's Dispatches from Planet Albany podcast (Sept 11) features Chapin Fay, spokesman for the Strong & Safe New York independent-expenditure committee backing Blakeman, on how the super PAC is trying to close Hochul's fundraising gap with billboards and independent spending. The episode also covers Blakeman's message discipline, his reluctance to lean into pro-choice positioning, and the Republican-aligned McLaughlin poll. No new donor names or totals were disclosed in the episode page; the PAC's identified funders remain the Dolan/MSG money surfaced in August.

Primary-source check on Blakeman's public money: PCFB board records show one gubernatorial disbursement to Blakeman for New York, $1,201,055.22 approved June 30 (report dated July 2); the Sept. 1 disbursement report lists $1.98M across Senate, Assembly, comptroller and AG candidates and nothing for governor

Two PCFB commissioner reports for the approval to disburse public matching funds. The July 2 report (board meeting June 30) lists a single line: Governor, 580499-Blakeman for New York, Bruce Blakeman, treasurer Shawn Hyms, $1,201,055.22. The Sept. 1 report (board meeting Sept. 1) totals $1,975,488.85 across State Senate, Assembly, comptroller (DiNapoli $32,815.74) and attorney general (Komatireddy $33,112.68) committees; no gubernatorial committee appears. This is the first primary-source figure in our records for an actual matching-funds payment to Blakeman. It is lower than the $1.75M figure reported by City & State from the campaign's July filing, which we retain separately; the gap may reflect a later tranche or campaign-reported receipts not yet on a PCFB board report. Hochul opted out of the program. July report: https://pcfb.ny.gov/system/files/documents/2026/07/commissioner-report-for-the-approval-to-disburse-public-matching-funds-07.02.2026.pdf

State Democrats file BOE complaint over the Trump-Blakeman police academy rally; Blakeman calls it a "Hail Mary"

NYS Democratic chair Jay Jacobs filed a complaint Aug 28 with the state Board of Elections claiming Blakeman used county funds, facilities and personnel for the Aug 14 rally with President Trump at the Nassau police academy — an event Trump himself called "a Rally in Nassau County in honor of Bruce Blakeman" on Truth Social. Jacobs asked DELE and the Public Campaign Finance Board to investigate unreported, over-the-limit in-kind contributions, assess the fair market value of the county resources used, and deem the campaign unfit for public matching funds. Blakeman called the complaint "a Hail Mary by the Hochul team." Second Jacobs BOE complaint of the cycle, after the AI-ads complaint.

Third pro-Blakeman super PAC registers: Trump adviser Jason Meister files "Defend Empire State" with the state Board of Elections

Jason Meister, a risk-insurance executive who sits on a Trump advisory board, registered an independent-expenditure super PAC called Defend Empire State with the NYS Board of Elections and told the New York Post he intends to raise millions to defeat Hochul and elect Blakeman. It is the third pro-Blakeman outside group to surface, after Make it Cheaper (donors still undisclosed) and Strong and Safe. Meister previously ran the Defend NYC PAC against Mamdani in the 2025 mayoral race, which took $1 million each from Bill Ackman and Joseph Gebbia late in that contest. No contributions to Defend Empire State have been reported yet; as a super PAC it can accept unlimited donations. The same article reports Strong and Safe has spent more than $1 million on anti-Hochul advertising and that Hochul and the state party hold roughly a 4-to-1 cash edge, about $40 million, per recent filings.

Blakeman campaign finance chair's law firm nets $730K in Nassau County contracts signed before legislative approval

The Nassau legislature approved two legal-representation contracts totaling $730,000 for Abrams Fensterman LLP, the firm founded by Howard Fensterman — finance chair of Blakeman's gubernatorial campaign. The contracts were signed in May, months before the legislature formally approved them. Blakeman's campaign received a combined $43,000 from firm-linked donors in the six months before the award. Ethics experts told La Voce the process lacked the transparency needed to dispel favoritism concerns. Fensterman recruited Blakeman to the firm in 2007.

MSG money surfaces behind pro-Blakeman "Strong and Safe" super PAC: $700K from Dolan companies plus $300K transfer

Blakeman files amended report adding $1.6M in unreported contributions — total now ~$11.4M, with two dozen donations over the general-election limit

A week after his July periodic filing came in at least $3M short of his campaign's claimed $11M raised, Blakeman filed an amended report (posted on the BOE site Jul 22) adding $1.6M in previously unreported contributions — March–July donations now $4.6M vs the $3M originally recorded — plus $1.4M in previously unreported spending ($3.2M vs $1.8M) and the additional $1.2M in public matching funds. BOE records now show ~$11.4M brought in since his December launch. Previously unreported donors include Brittany Kaiser ($18,000), Charles F. Dolan ($18,000) and the Transit Supervisors Organization PAC ($9,000); an initial review found at least two dozen donations over the $9,000 general-election limit, half of which must be returned since he had no primary. His campaign blamed BOE tech issues; a BOE spokesperson said she is not aware of any technical problems with the reporting system. Blakeman also amended his March report (closing balance $1.6M → $2.2M) — his January filing previously went through four versions.

Bills owners' first Hochul checks since the $600M stadium deal surface in itemized BOE filings; Hochul holds $21M to Blakeman's $4.6M

Itemized July BOE filings reviewed by Jimmy Vielkind show Terry Pegula gave $138,600 to the Democratic State Committee and $18,000 to Hochul's campaign in January, with Kim Pegula adding $18,000 — the Pegulas' first contributions since the 2022 $600M state stadium appropriation. Terry Pegula is one of 16 individuals who maxed out to the DSC since Blakeman declared. Other major committee donors: Melinda French Gates, the New York Apartment Association, hotel and construction unions, real estate developers, and hedge fund managers. Blakeman's July filing shows $3M raised — far short of the $11M his campaign touted

Blakeman's July periodic report, filed Wednesday evening, shows about $3M raised since March and $4.6M cash on hand as of July 11 — against the nearly $11M his finance chair Howard Fensterman claimed to the NY Post. Total direct donations since launch: ~$4.1M. Adding ~$1M in transfers from the Nassau and Suffolk GOP, prior transfers from his county executive account, and ~$770K in first-round public matching funds, his total is roughly $8M. He has qualified for an additional $1.2M in matching funds (PCFB, Jul 2) not yet reported as received; his campaign says it will file an amended report and stands by the $11M figure. Hochul had not filed her July report as of Wednesday night; her campaign announced $5.6M raised and $20M+ on hand.
