Hochul announces $434M in water infrastructure financing and grants, framed as affordability

EFC board approved $434M in low-cost financing and state/federal grants for water and sewer projects statewide on Aug 7, including $361M for 11 NYC drinking water and sewer projects (City Tunnel No. 3 shafts, Kensico-Eastview tunnel, Hillview Reservoir cover). Hochul cast it in affordability terms: "Affordability means investing before problems become crises."
