Executive Orders
EO No. 62 — Temporary moratorium on hyperscale data centers
Nation's first statewide moratorium on new hyperscale data centers, signed July 14, 2026. Pauses DEC discretionary environmental permits for up to one year while DPS develops a Generic Environmental Impact Statement setting statewide standards on energy demand, water use and air quality; press coverage puts the threshold at projects drawing 50+ MW. Also directs ESD to issue a Community Investment Framework within 60 days, directs DPS to consider a Grid Acceleration Fund, and Hochul says she will pursue legislation repealing sales-tax exemptions for large data centers. Comes weeks after the Legislature passed its own one-year data-center moratorium bill, which she has not signed.
EO No. 61 — Regulatory Reset
Directs all state agencies to review and reform outdated regulations, fees, and reporting requirements (with AI tools plus staff) as part of the EXPRESS NY efficiency push.
EO No. 60 — Barring state employees from profiting on insider information
Prohibits state employees from using government information for personal financial gain.
EO No. 31 — Model Employer for People With Disabilities
Directs state agencies to plan to improve disability hiring and retention.
EO No. 23 — Master Plan for Aging
Establishes New York's first Master Plan for Aging.
