First day of free 2-K: Hochul and Mamdani open the program for 2,000+ two-year-olds in Washington Heights; state says its $73M start-up money grows to $425M by 2027, Mamdani promises 12,000 more seats next year

Sept. 10 launch event at the Mamá Tingó Childcare & Learning Center (Dominican Women's Development Center). The release says the first phase serves "more than 2,000" two-year-olds with full-day care, funded by an initial $73M state investment expected to reach $425M by 2027, and that free 2-K can save a family "more than $23,000 a year." Mamdani says 12,000 more 2-K seats come next year with "full universality to follow"; no date is given for that. The release repeats the fall-2028 statewide universal Pre-K target for 4-year-olds.
