Hochul opens the school year with Pre-K seats in 402 districts and, for the first time, a date: statewide universal Pre-K for 4-year-olds by fall 2028

At a ribbon-cutting for the new Silas Wood Pre-K Center in South Huntington, Hochul said 402 school districts (more than half the state's public districts; NYC counts as one and already has UPK) are adding Pre-K seats this year, funded by the $563M annual increase in the FY27 budget within a $1.7B childcare package. The release states the state "will ensure Pre-K is truly universal for 4-year-olds statewide by the start of the 2028-29 school year," the first explicit target date attached to the promise. Regional breakdown: Long Island 84 districts, Western NY 58, Mid-Hudson 53, Capital Region 45, Finger Lakes 42, Southern Tier 35, Mohawk Valley 29, Central NY 28, North Country 27. The release gives district counts, not seat counts ("thousands" this year, "tens of thousands" in coming years), so the scale of this year's expansion is not verifiable from the announcement. Universal child care for under-4s, the second half of the promise, is not addressed.
