DHS Secretary Mullin, at 26 Federal Plaza, touts "Operation Rotten Apple": 2,100+ ICE arrests across New York in five weeks, blames Hochul's 287(g) ban

While Hochul and Mamdani held their counterterrorism-funding press conference on Sept. 1, DHS Secretary Markwayne Mullin held a competing one downtown at 26 Federal Plaza announcing that a July 27 to Aug. 29 ICE surge across New York City, Long Island and the Hudson Valley produced roughly 2,100 arrests (DHS release: 2,197). Mullin called them "the worst of the worst," said the state had released more than 13,000 criminal defendants despite ICE detainers, criticized Hochul's new law ending 287(g) agreements (fully effective Aug. 25), called New York "crime-ridden," threatened more agents, and said "I don't think we should be sending one federal penny to sanctuary states and sanctuary cities." Hochul disputed the framing: "There is no way that that number constitutes people who have committed crimes the way we consider a crime a crime in New York state," noting NYC has never had a 287(g) agreement and major crime categories are at record lows. Neither Mullin nor ICE Field Office Director Ken Genalo gave a breakdown of how many of the 2,100 had violent convictions versus civil immigration violations; national TRAC data shows about 70% of ICE detainees as of July had no criminal conviction. The Mullin threat to cut federal funds and the FEMA "unspent $300M" statement landed the same day, making Sept. 1 the sharpest federal-state escalation of the campaign so far.
