Speaking Sept. 7 at the West Indian American Day Association breakfast before marching on Eastern Parkway, Hochul said fear of ICE in Caribbean communities has "only gotten worse" since last year and that the state will not "support the overreach of ICE," six days after DHS Secretary Mullin blamed her 287(g) ban for "Operation Rotten Apple." She listed free school meals, universal child care and the $1,000 under-four child credit, then said the $1 billion POWER utility rebate ($100-$200 per household, 8.2M recipients) starts landing in mailboxes within a couple of weeks. That confirms the September start Republicans have called an election-year gimmick. No Blakeman appearance at the parade was reported.
