One year after the Cato ICE raid, Hochul ties the Local Cops, Local Crimes Act to the anniversary and names Homan and Mullin as targets for "truth and transparency"

Sept. 4 statement marking one year since the Sept. 4, 2025 ICE raid on Nutrition Bar Confectioners in Cato (Cayuga County), which detained 69 people including three mothers with infants. Hochul cites the Buffalo death of Nurul Amin Shah Alam and last month's pepper-spraying of a protester during "Operation Rotten Apple," credits the Local Cops, Local Crimes Act (287(g) ban, sensitive-locations protections, a state cause of action against officials who violate constitutional rights), and says she will keep "demanding truth and transparency from Tom Homan and Secretary Mullin." Context: the 287(g) ban is under challenge in Bourgault v. Hochul (state response due Sept. 9) and Mullin blamed the ban for 2,100+ ICE arrests on Sept. 2.
