RAISE Act (Responsible AI Safety and Education Act)

Requires large frontier AI developers to create and publish safety and transparency frameworks, report critical safety incidents to the state within 72 hours, file quarterly catastrophic-risk assessments, and register with a new oversight office (DIGIT) inside the Department of Financial Services, which issues annual public reports. AG may sue for failures to report or false statements: penalties up to $1M for a first violation and $3M thereafter. Signed Dec. 19, 2025 with agreed chapter amendments; effective Jan. 1, 2027. Sept. 21, 2026: Hochul announced registration begins November 2026 and named Marc Gilman Deputy Director for RAISE Act implementation.
