Six months out from the next executive budget, Hochul and Blakeman preview competing fiscal approaches

A Jul 23 NYSOP analysis frames the race around the FY2028 budget: phased-in federal H.R. 1 changes will hit Medicaid eligibility (recertification burdens; ~400,000 already dropped from the expanded Essential Plan) and shift SNAP costs to the state. Hochul told Spectrum her strategy is trimming "bloated" Medicaid spending, claiming the CDPAP transition "saved over two billion dollars." Blakeman: "We don't have a revenue problem... we have a spending problem," pledging to cut fraud, taxes and utility bills. CBC's Andrew Rein warned vague cuts won't solve out-year gaps; FPI's Emily Eisner said new revenue would be required to shore up coverage. Neither candidate backs income-tax hikes.
