The Sept. 21 announcement is the implementation timeline for the RAISE Act (S6953B/A6453B), signed Dec. 19, 2025. Registration of large frontier developers with DIGIT begins in November 2026; full compliance (published safety frameworks, 72-hour critical-incident reporting, quarterly catastrophic-risk assessments, biennial disclosure statements and assessments) starts Jan. 1, 2027. DIGIT will publish an annual public report. The release frames the move against federal inaction ("Donald Trump and Washington Republicans may be standing still"); AG James, Sen. Gounardes, Asm. Hochul releases the data-center Community Investment Framework promised in EO 62: a voluntary $1M-per-megawatt benchmark for local investment (a 50 MW center = $50M), prevailing wage, local-hiring and NDA-limit guidance; moratorium stays until DPS finishes the generic environmental impact statement, and she is still pursuing a repeal of data-center sales-tax exemptions

Empire State Development published the Host Community Investment Framework directed by Executive Order 62 (July 14, 2026). It is voluntary guidance for localities: $1M per MW of utility demand as a community-investment benchmark, a locally administered fund, Good Neighbor commitments on water/noise/lighting, prevailing wage, local-hiring engagement, and annual reporting once operating. NDAs should be limited to FOIL-exempt trade secrets. The framework does not replace SEQRA or permitting. The moratorium remains until DPS completes the GEIS (up to a year from July 14). Hochul also restated plans for a Grid Acceleration Fund and legislation repealing sales-tax exemptions for large data centers. Blakeman opposes the moratorium.

Hochul statement on frontier-AI risk: says New York has "set a national standard" for transparency and accountability, accuses the Trump administration of frameworks lacking transparency and incident reporting, and calls on Washington to set national standards

A 5:56 p.m. Sept. 9 statement, four paragraphs, no new state action. Hochul says that when the people building the most powerful AI systems are "sounding the alarm about potentially catastrophic risks," government has a responsibility to act; that the Trump administration has "failed to meet this moment"; that New York has stepped up on frontier-model transparency (a reference to the RAISE Act she signed in 2025, not named in the statement); and that "states cannot solve this problem alone." The statement does not identify what prompted it.

Stony Brook and Brookhaven send quantum information 13 miles through open air, a first for the state network

Announced Aug 21 (Albany). Researchers at SUNY Stony Brook and Brookhaven National Laboratory transmitted photons carrying quantum information 13 miles through open air, from Stony Brook's Quantum Watchtower to Brookhaven's Quantum Lighthouse in Upton — a free-space optical link that adds a wireless component to a fiber network the state says already spans 161 miles and eight nodes across Long Island and the NYC metro area. A third facility is under development at Yale. Builds on the $300M state investment announced last year in Stony Brook's Quantum Research and Innovation Hub, and is separate from the $60M Regional Quantum Technology Commercialization Hubs RFP logged Aug 13.

Empire AI Beta fully online: Hochul says state's academic supercomputer is now the most powerful in the country

Hochul announced Aug. 5 that Empire AI Beta is officially online, giving researchers at New York's public and private universities access to what the state calls the most powerful academic research computer in the country. The announcement frames the federal government's new state and regional AI infrastructure hubs as taking inspiration from New York's model. Empire AI is a signature Hochul initiative housed at SUNY; the Beta milestone is a delivery checkpoint on the state's claim to lead public-sector AI research capacity. Capability claims are the state's own characterization.
