Construction is underway on the $250M first phase of redeveloping Buffalo's 70-year-old Marine Drive Apartments: 254 affordable units across four buildings, with the full $600M three-phase project replacing 616 original units with ~730 new apartments by 2031 under a no-displacement "build first" approach. Financing includes $81M federal LIHTC, $18M state LIHTC and $93M in subsidy. The state counts the project toward the $25B/100K-home Housing Plan, which it says has created or preserved more than 81,000 homes to date — a campaign-season progress marker in Hochul's home city.
