Three firefighter unions endorse Hochul on the anniversary: UFA, UFOA and the NYS Professional Fire Fighters Association cite the revived September 11th Worker Protection Task Force and Tier 3/Tier 6 pension reforms in this year's budget

The Uniformed Firefighters Association (Bobby Eustace), Uniformed Fire Officers Association (James Brosi) and NYSPFFA (Sam Fresina) issued a joint statement backing Hochul for reelection, released exclusively to City & State at 5am on Sept. 11. They point to the reconstituted 9/11 Worker Protection Task Force and the Tier 3 and Tier 6 retirement changes in the FY27 budget. Context from C&S: UFA and UFOA also endorsed Hochul in 2022, NYSPFFA's political arm spent on her then, and all three are affiliates of the state AFL-CIO, which endorsed her July 1 over TWU objections. Timing matters more than novelty: the endorsement lands the same day Blakeman had urged 9/11 families and first responders to shun the governor and mayor at Ground Zero.

Hochul signs three labor bills at her Labor Appreciation Reception: $1,000-per-violation AG penalties for impersonating a union rep, a Construction Reporting Pay Act (2 hours' pay for shifts cancelled with under 12 hours' notice, 4 hours if sent home), and a right to see your personnel file

At the CUNY School of Labor and Urban Studies on Sept. 9, Hochul signed A.10835-A/S.9577-A (AG may seek $1,000 per violation from people fraudulently posing as union representatives; sponsors Ramos/Griffin), A.6950/S.9843 (Construction Reporting Pay Act: two hours at regular rate if a shift is cancelled with less than 12 hours' notice, four hours if a worker reports and is sent home without cause; current law is four hours at minimum wage; sponsors Ramos/Cruz) and A.2107/S.3460 (employees may access their personnel files and must be notified when negative information is added; sponsors Gounardes/Gonzalez-Rojas; the release says at least 17 states already guarantee this). AFL-CIO, NYSUT, CSEA, DC 37, Building Trades and LIUNA issued supporting quotes. Effective dates are not stated in the release.

PEF members ratify five-year contract 88 percent: raises for 60,000 state professionals through April 2031

The Public Employees Federation ratified a five-year agreement with the state on Aug 18, approved by 88 percent of members casting ballots. It covers roughly 60,000 professional, scientific and technical employees (PEF says 62,000), runs through April 1, 2031, and includes raises of 4.5, 4, 3.5, 3 and 3 percent, higher location pay, 20 hours of paid pre-natal leave, a higher sick-leave accrual cap, and health-insurance changes eliminating some co-pays. Third major state contract ratified in three weeks, after UUP on Jul 31 and CSEA on Aug 7.

Backfill: PPL agrees to $162M wage-theft settlement covering up to 200,000 CDPAP aides; judge grants preliminary approval

Public Partnerships LLC — the single fiscal intermediary the Hochul administration selected to run CDPAP in 2025 — agreed to pay $162M to settle a class-action wage-theft suit, one of the largest wage-related payouts in New York history. Average payout is roughly $700 per aide, about a week's pay. At least $25M compensates for deductions taken for a mandatory Leading Edge Administrators health plan that PPL later discontinued. PPL denies liability; the settlement includes no admission of wrongdoing. A federal judge in EDNY granted preliminary approval on July 1, 2026; payments may not reach workers until early 2027. Separate from, but arising out of the same CDPAP transition as, the DOJ fraud suit already tracked.
