Hochul signs nation's first statewide data-center moratorium; Blakeman says localities should cut their own deals

Hochul signed EO 62 on July 14, pausing state environmental permits for new hyperscale data centers (coverage cites 50+ MW projects) for up to a year while DPS writes statewide standards on energy demand, water use and air quality. She framed it around utility bills, added a Community Investment Framework for localities (due in 60 days), a proposed repeal of data-center sales-tax exemptions, and a new DIGIT office that will start with regulating large frontier-AI developers.
